Treaty Between Empire of Thrace and the Kingdom of Buenos aires

TREATY
BETWEEN EMPIRE OF THRACE AND THE KINGDOM OF BUENOS AIRES

The High Contracting Parties:

EMPIRE OF THRACE

KINGDOM OF BUENOS AIRES

Article 1.

By this Treaty, the High Contracting Parties establish among themselves diplomatic relations.

Article 2.

The High Contracting Parties shall secure and guarantee to everyone within their jurisdiction the rights and freedoms defined in the Universal Declaration of Human Rights 1948 and in the European Convention for the Protection of Human Rights 1950.

Article 3.

1. Empire of Thrace hereby recognizes the Kingdom of Buenos Aires as a sovereign, independent and democratic state under International Law for all intents and purposes.

2. Kingdom of Buenos Aires hereby recognizes Empire of Thrace as sovereign, independent and democratic state under International Law for all intents and purposes.

Article 4.

The High Contracting Parties shall secure to their citizens free movement between their respective territories at all times.

Provided that nothing in this Article confers Thracian citizenship or the right of abode in Empire of Thrace upon the citizens of Kingdom of Buenos Aires .

Provided also that nothing in this Article confers Kingdom of Buenos Aires citizenship or the right of abode in Kingdom of Buenos Aires upon the citizens of the Empire of Thrace.

Article 5.

1. Empire of Thrace, being a neutral state, shall not ally itself with Kingdom of Buenos Aires but shall be free to take such measures as it shall deem expedient to maintain diplomatic relations between itself and said Kingdom of Buenos Aires , and shall take all measures within its power to protect and defend the citizens of said Kingdom of Buenos Aires who shall be within the Empire of Thrace at any time during which said Kingdom of Buenos Aires shall be engaged in war or hostilities with any other micronation.

2. Kingdom of Buenos Aires shall not ally itself with Empire of Thrace but shall be free to take such measures as it shall deem expedient to maintain diplomatic relations between itself and Empire of Thrace, and shall take all measures within its power to protect and defend the citizens of Empire of Thrace who shall be within the Kingdom of Buenos Aires at any time during which Empire of Thrace shall be engaged in war or hostilities with any other micronation.

3. Empire of Thrace hereby affirms that it will not attack or invade Kingdom of Buenos Aires , or otherwise violate the territorial integrity or national sovereignty of the same, or harm the person or interests of any citizen of the same.

4. Kingdom of Buenos Aires hereby affirms that it will not attack or invade the Empire of Thrace, or otherwise violate the territorial integrity or national sovereignty of the same, or harm the person or interests of any citizen of the same.

Article 6.

No person shall suffer death for any offence. Under no circumstances may either of the High Contracting Parties deviate from this Article.

Article 7.

There shall be no visa required by any citizen of either of the High Contracting Parties for his travel between the same High Contracting Parties.

Article 8.

Notwithstanding that citizenship is not conferred under any circumstances by this Treaty, it shall be lawful for the citizens of one High Contracting Party to travel to the other High Contracting Party to work there or reside there.

Article 9.

1. The Royal Council of the Kingdom of Buenos Aires, the Great Chancellor of the Kingdom of Buenos Aires, the Government (or any member thereof) of the Kingdom of Buenos Aires shall enjoy full sovereign immunity whilst within the jurisdiction of the Empire of Thrace.

2. The Ambassador of the Kingdom of Buenos Aires, any member of his diplomatic staff, or any other diplomat of any rank of the Kingdom of Buenos Aires shall enjoy full diplomatic immunity whilst within the jurisdiction of the Empire of Thrace

3. His Imperial Majesty of Empire of Thrace, the Government (or any member thereof) of Empire of Thrace shall enjoy full sovereign immunity whilst within the jurisdiction of the Kingdom of Buenos Aires.

4. The Ambassador of Empire of Thrace, any member of his diplomatic staff, or any other diplomat of any rank of the Empire of Thrace shall enjoy full diplomatic immunity whilst within the jurisdiction of the Kingdom of Buenos Aires.

5. Nothing in this Article shall apply to the commission of treason or espionage against Empire of Thrace or against the Kingdom of Buenos Aires respectively by any of the persons heretofore mentioned.

6. In Empire of Thrace, the websites or any other virtual property which shall together constitute the Embassy of Kingdom of Buenos Aires shall be deemed for the purposes of this Article to be part of the territory of the Kingdom of Buenos Aires and as such shall be treated as being under the sole jurisdiction of the Kingdom of Buenos Aires; in the Kingdom of Buenos Aires, the websites or any other virtual property which shall together constitute the Embassy of the Empire of Thrace shall be deemed for the purposes of this Article to be part of the territory of Empire of Thrace and as such shall be treated as being under the sole jurisdiction of the Empire of Thrace.

7. The High Contracting Parties hereby declare their assent to the Vienna Convention on Diplomatic Relations 1961, and their affirmation to abide by all and sundry the provisions of the same.

Article 10.

Upon the signing of this Treaty by His Imperial Majesty, the Emperor of Empire of Thrace and His Excellency the Minister of Foreign Affairs, by the King of the Kingdom of Buenos Aires, there shall be His Masjesty Carolus I, King of the Kingdom of Buenos Aires and His Excellency the Minister of Foreign Affairs of the Kingdom of Buenos Aires.

1. Established in Empire of Thrace an Embassy of the Kingdom of Buenos Aires, which shall be occupied by an Ambassador appointed by the Emperor of the Kingdom of Buenos Aires and received by His Imperial Royal Majesty, the Emperor of Empire of Thrace:

2. Established in Kingdom of Buenos Aires an Embassy of the Empire of Thrace, which shall be occupied by an Ambassador appointed by His Imperial Royal Majesty, the Emperor of Empire of Thrace and received by the Royal Council of the Kingdom of Buenos Aires.
